Kuromai, although she is from The Capitol, cannot manipulate lighting. She never inherited the power because her father, was actually from District Twelve, and was a past victor of the games. Because her father is from District Twelve, she inherited the power to manipulate fire instead. She is able to manipulate flames on a level far greater than most in District Twelve, but this is only because she has been able to train it better, although still in secret. Kuromai also is able to wield a hand gun and a sword rather well, although the sword is a slightly futuristic looking one on the count that it seems to have neon strips running down it

Personality:
Kuromai comes off as a rather cold woman, she never shows affection towards anyone, not even her mother, and because of a past relationship that turned horribly wrong. She despises men. Her hatred towards men is also heightened towards her father abandoning her in The Capitol with her mother, and then by him being later killed by The Capitol for having a relationship with someone from there. Kuromai often likes to fight, and hardly ever cares for what people think of her, or what they are doing. However, she does seem to sometimes have a softer sensitive side.

History:
Kuromai is the child of a man from District Twelve, and a Woman from the Capitol. Because of this, she has inherited a lot of District Twelve's features(in her looks), including their power to manipulate fire. However, Kuromai never really knew her father, as he had to live in the District and left her with her mother, whom she had little affection towards. Because of this, Kuromai hated him slightly, because she wanted him to take her with him, however he did not. Her father was then caught by the Capitol and killed because he was having sexual relations with a member from the Capitol. This initiated Kuromai's hatred towards them. When Kuromai was Fifteem, she fell in love with a man named Hayate, and they married at a young age. However, she was ultimately betrayed by Hayate when she discovered that he had cheated on her at least thirty-different times, but she suspects it to have been more. She quickly divorced Hayate, which caused her own mother to hate her, and then developed a strong hatred of all men. Believing them to be cheating, lying lowlifes who love to make women miserable. She has never had a relationship since. After the divorce, Kuromai distanced herself from other people, and started to develop quite a cold and hatred filled heart. She rarely made contact with other people, only entering conversation with someone if she really couldn't avoid not to, even then though she only exchanged a few short responses. After this, at the age of 19, she became a Peacekeeper of District Twelve. However, despite this, she has been secretly planning a rebellion and almost never carries out her duties. However, she was forced to flee the district after killing a fellow Peacekeeper for whipping an elderly man of the District. The man died. Now she roams around the forests, helping others who wish to escape their districts, while trying to keep the Capitol off of her back and killing her.
