People with a low skill can make a light within two feet of them dim or brighten. The more skilled a person is, the brighter or darker they can make a light that is farther away from them (i.e. someone extremely skilled can cause a light to become blinding within ten feet of them or cause the light to turn off completely). -> District Two <- This district specializes in medicine and most of the best doctors come from this district. Their element isn't exactly an element, however. They are able to manipulate time (i.e. they can slow down time but move at a normal speed while doing it). It is extremely hard and takes a lot of concentration. Only the most skilled are able to manipulate time for more than just a short moment. But they are able to do this so they can react quicker to people who are seriously injured.
